    Oxford Business Group examines progress towards the country’s Vision 2030 goals and the priorities of NDS-3 in The Report: Qatar 2026

    Doha, July 2026: Qatar’s progress in diversifying its economy under Qatar National Vision 2030 and the Third National Development Strategy (NDS-3) forms the core of The Report: Qatar 2026, the latest research publication by global advisory and research firm Oxford Business Group (OBG).

    The report charts the country’s shift away from hydrocarbon dependence, with non-hydrocarbon sectors now accounting for 65.5% of GDP, led by growth in construction, trade, tourism, logistics, ICT and financial services. Anchored by strong LNG revenues and one of the world’s largest sovereign wealth funds, Qatar maintains macroeconomic stability and fiscal strength despite ongoing regional geopolitical tensions.

    NDS-3 is driving this momentum, targeting $100bn in foreign direct investment by 2030 through regulatory reforms and a $1bn incentives programme focused on advanced industries, logistics, digital technologies and financial services. Rising FDI inflows, sustained infrastructure investment, population growth and Qatar’s position as a regional trade, innovation and energy hub reinforce its appeal as a stable destination for long-term investors.

    The report also explores Qatar’s long-term LNG expansion strategy and how the country is balancing its role as a leading global gas supplier with renewable energy investment, sustainability goals and energy security priorities, alongside the way NDS-3 is being translated into a more resilient, data-driven and adaptive development model.

    Further coverage examines the role of 5G, cloud services, AI-enabled solutions and enterprise digitalisation in advancing business competitiveness and smart-city development, and how digitalisation, fintech innovation and sustainable finance are shaping Qatar’s banking and capital markets as a bridge to international investment.

    The publication also assesses sustainable urban planning and affordable housing, exploring how the country is preparing for population growth through integrated urban centres, public-private partnerships and technology-enabled municipal planning.

    Oliver Cornock, Editor-in-Chief of OBG, said the findings point to a country moving decisively from planning to delivery.

    ‘Qatar is no longer simply talking about diversification, it is building the infrastructure, regulation and capital base to deliver it. With non-hydrocarbon sectors now approaching two-thirds of GDP and a clear $100bn investment target in place, this is one of the most credible transformation stories in the region, backed by the fiscal firepower to see it through.’

    Jana Treeck, Managing Director of OBG, said the report reflects a pivotal period for the country’s economy.

    ‘Qatar is deliberately converting energy wealth into long-term economic resilience. From digital infrastructure to capital markets and urban development, the country is laying the groundwork for a private sector that can thrive well beyond the current LNG cycle, and investors are taking notice.’

    The Report: Qatar 2026 contains contributions and perspectives from senior public and private sector figures. Notable interviewees featured in the report include HH Sheikh Tamim bin Hamad Al Thani, Amir of the State of Qatar; Abdulaziz bin Nasser bin Mubarak Al Khalifa, Secretary General of the National Planning Council; Sheikh Ali bin Jabor Mohammed Al Thani, CEO of Ooredoo Qatar; Abdul Hakeem Mostafawi, CEO of HSBC Qatar; and Abdullah bin Hamad bin Abdullah Al Attiyah, Minister of Municipality.

    The Report: Qatar 2026 is the result of a year of field research conducted by a team of analysts from OBG. It provides comprehensive analysis of Qatar’s economic performance and outlook, and is available in print and online
